ADVISORY FOR THE TRAVELING PUBLIC ON THE TRANSPORT OF SMALL-LITHIUM BATTERY POWERED PERSONAL TRANSPORTATION DEVICES INCLUDING HOVER BOARDS, AND MINI-SEGWAYS

 

In the interest of aviation safety, the Civil Aviation Authority of the Philippines, in compliance with International  civil Aviation organization (ICAO) instructions, requires that:

 

1. Small lithium battery-powered personal transportation devices such as hover boards, self-balancing single or multi wheels, and mini segways,  are required to be carried by the passenger in the cabin, where an incident, such as the device catching fire, may easily be mitigated;

 

2. Devices containing lithium ion batteries with a watt-hour rate of 100Wh or less may be allowed. However, devices that exceed 100Wh but not more than 160Wh rate may be carried but will be subject to approval by the operator. Devices that exceed 160Wh will not be  permitted to be carried by passenger or crew.

 

3. When transported as cargo, devices containing batteries must be assigned the classification UN3171-Battery powered vehicle and are subject to all applicable requirements of the ICAO Technical Instructions. Batteries not contained in the devices must be consigned as UN 3481-Lithium Ion Batteries.
