Amb. Julius D. Torres
Ambassador Julius D. Torres graduated from the University of the Philippines with a Bachelor of Arts degree in Journalism. He briefly worked as a government journalist before entering the UP College of Law. He qualified for the Philippine Foreign Service in 1980 and decided to discontinue his law studies when he was about to accept his first posting to Bucharest, Romania as Third Secretary.
In the course of his diplomatic career, Ambassador Torres was posted to Bucharest, Saipan, Brussels, Canberra, Koror, and Toronto. He had an auspicious start in the Philippine Foreign Service when he served as press officer under the late Gen. Carlos P. Romulo, "Mr. United Nations" himself and the longest serving Secretary of Foreign Affairs of the Philippines. Ambassador Torres also later worked in the Office of Protocol, Office of ASEAN Affairs, Office of the United Nations and other International Organizations, and the Office of Strategic Planning and Policy Coordination while in the Department Foreign Affairs.
Ambassador Torres was assigned to Jordan in February 2008 after the Commission of Appointments simultaneously confirmed his promotion to the rank of Chief of Mission and his assignment to Jordan as Ambassador Extraordinary and Plenipotentiary. Ambassador Torres also oversees Philippine relations with the Palestinian National Authority as non-resident ambassador.
